Public Interest as a Basis for Planning Standards in Urban Development: State-Socialist and Post-socialist Cases in Serbia

How public interest is constituted in planning practice varies according to the local context. Using state-socialist and post-socialist cases Belgrade, Serbia, we explore shift realization of as a basis for standards regarding provision land use services. The research looks at trends on two case studies, reveals underlying norms this interpretation via interviews with professionals residents. results suggest not only persistence top-down unitary approach but also deterioration prescribed standards.
